UPI was built around convenience and zero charges for everyday users. Now the proposed MDR on certain merchant payments above ₹2,000 is raising concerns in Mumbai.
A survey cited by The Hindu found that four in five Mumbaikars are unwilling to bear the MDR cost if merchants pass it on to customers.
Under the new framework, MDR will apply to specified merchant transactions above ₹2,000 from October 15. However, customers are not directly charged the MDR. Person to person UPI payments and eligible small merchants remain outside the charge.
The bigger question now is whether businesses absorb the cost or pass it on to customers.
